You can not activate the Amyuni PDF driver on account of your own means. Through special licensing provided to Waters for the Amyuni driver to work the call to use it must come from within Empower itself (and printing as a PDF does not satisfy this requirement).

However, options suddenly disappearing seems a little odd given that an admin has not changed user privileges. Have you checked project table space?

Double check your message center, there's probably something in there to tell you what's up.

If not, respond w/ more detail about your Empower setup (enterprise, workgroup etc.). Sometimes it comes down to a Citrix server or print spooler needing a kick.
